Overview

The Vale of Glamorgan Council serves one of Wales’ most diverse local authority areas, encompassing vibrant seaside resorts, rural villages, busy market towns, and coastal communities. With nearly 5,000 employees, 47 elected members, and a Cabinet-led structure, the Council works to preserve and enhance the county’s distinctive character while delivering essential services to its residents.

Following many years of using Oracle E-Business Suite, the Council made the strategic decision to move to Oracle Cloud (Fusion) Applications to modernise its operations and strengthen service delivery.

The Challenge

The Council’s Organisational Development (OD) team is highly capable but faced challenges with the Fusion implementation due to tight timelines, limited Oracle experience, and competing priorities. While key-user training had been delivered earlier in the project, the delayed go-live created the need for a training refresh to rebuild confidence.

Several gaps were identified:

  • Training videos supplied by the System Integrator lacked structure, outcomes, and alignment with end-user needs.

  • No tailored self-service training materials were available for Accounts Payable and Procurement.

  • Key users needed refresher training, while other staff required role-based training with assessments to measure effectiveness.

  • Different user groups had varied learning requirements, demanding a flexible approach.

The Council needed a partner to step in quickly, understand their environment, and provide high-quality, relevant training to ensure user adoption and confidence at go-live.


Our Approach

Fudgelearn engaged with the Vale of Glamorgan Council on a consultative model, embedding two experienced trainers into the programme:

  • One trainer focused on Oracle HCM and Payroll.

  • The other trainer supported Procure-to-Pay.

Working closely with the Council’s Functional SMEs and OD function, we:

  • Validated training needs for each workstream with stakeholders.

  • Co-created a training plan covering timelines, modalities, and priorities.

  • Leveraged Fudgelearn’s proven methodology, pre-existing Oracle Cloud content, and industry expertise to deliver high-quality, contextualised training.

  • Created tailored training materials to future-proof the Council’s learning assets, ensuring they remain relevant post go-live.

Our blended learning approach combined structured training sessions with accessible, role-specific videos, ensuring every user had the right level of support for their role.

 


Benefits

The outcomes of the collaboration were significant:

    • Accessible training videos for Self-Service Procurement and HCM users enabled staff across dispersed locations to access quick, easy-to-digest training whenever needed.

    • Payroll team confidence grew substantially after receiving hands-on, virtual training over several weeks. The team reported feeling far more prepared to process complex payrolls once the system went live.

    • Key user empowerment ensured local champions had the skills to support their colleagues and foster adoption within their departments.

    • Future-ready learning assets provided the Council with a library of reusable resources to continue building skills beyond go-live.

Conclusion
