About Bank of England

The Bank of England (BoE) is undertaking a major transformation programme by implementing Oracle Cloud SaaS Fusion Applications, including Finance, Procurement, Projects, Expenses, EPM and Reporting. A new Supplier Portal will also launch, with go-live scheduled for 2026.

This represents a significant shift in operational and business processes across the organisation, impacting over 5,600 self-service users. To ensure successful adoption, BoE recognised the need for a structured training and user adoption strategy to prepare staff, boost confidence, and minimise disruption.

The Challenge

  • Scale & Impact: With thousands of users across Expenses, Procurement and OTL, the challenge was to create a scalable and sustainable training programme that avoided duplication, fatigue, and scheduling conflicts.

  • Priority Areas: Key training requirements were identified in Finance, Procurement, EPM and Reporting, with additional coverage for Cash Management, Projects, and Expenses. Reporting scope was still being defined.

  • Knowledge Transfer Limitations: While the System Integrator offered Knowledge Transfer (KT) training for the internal project team, this approach was not sufficient for training thousands of end users who needed hands-on confidence with the new processes.

  • Organisational Readiness: The BoE’s Target Operating Model and role mapping were still in development, adding complexity to training design and delivery.

  • Out of Scope: HCM Payroll and Oracle Guided Learning (OGL) were excluded from the current training agreement, although BoE plans to implement and manage OGL internally to support ERP adoption post go-live.

Our Approach

Fudge Learn partnered with BoE to design a comprehensive Training Needs Analysis (TNA), ensuring the training programme aligned with the organisation’s operating model and user roles.

Key elements included:

  • Blended Learning Approach: Instructor-led training for high-impact roles in Finance and Procurement, supported by simulations, eLearning, Quick Reference Guides (QRGs), and job aids for broader self-service users.

  • Tailored Content: Training materials developed in BoE’s business language, processes and branding to ensure relevance and ease of adoption.

  • Scalable Scheduling: A coordinated programme designed to reach thousands of users without duplication or overloading learners, ensuring timely readiness for 2026 go-live.

  • Knowledge Reuse: Outputs from the System Integrator’s KT sessions were repurposed and embedded into end-user training, ensuring continuity and efficiency.

  • Post-Go-Live Support: Planned virtual “drop-in” clinics and peer networks to sustain adoption and reduce reliance on central support teams.

  • Future-Ready Learning: With Oracle Guided Learning to be deployed internally by BoE, the organisation is building a long-term, sustainable learning culture.
