Overview

The Vale of Glamorgan Council serves one of Wales’ most diverse local authority areas. It contains areas that are attractive, vibrant and thriving. Much of the county is characterised by rolling countryside, coastal communities, seaside resorts, busy market towns and rural villages. The area also benefits from good road and rail links and Cardiff Airport, the national airport for Wales. The area’s distinctive and unique character is one which the Council is working hard to protect and where possible enhance.

The Vale of Glamorgan Council has 47 elected members or Councillors, each representing an electoral division, or ward. The Council is led by the Leader and Cabinet, a body of seven Councillors that makes key decisions about policy and budget. The Council has nearly 5000 employees.

Following a lengthy period of time using Oracle EBusiness Suite, VoG decided to move to the latest version of the Oracle Applications technology – Oracle Cloud (Fusion) Applications.

Challenge

VoG has a well organised and capable Organisational Development function, this is being challenged due to the nature of the Fusion Project and timelines imposed on the team, which has limited resources and Oracle experience. All business functions did received key-user training and have received training manuals, however due to the delayed go-live, a refresh is required. A fluid, consultative approach is needed to support the OD function and the project deliverables in a timely, effective manner.

VoG was supplied a number of training manuals and familiarisation recordings that can be utilised for training purposes, which have been produced by the System Integrator. These videos were considered not wholly fit for purpose for self-service audiences and are not created in a standard way, with learning objectives/outcomes. Therefore, a more qualitative approach for these videos is required. Accounts Payable & Procurement do not have available training videos, a training refresh is also required for the key users. Key users may need training support, while others may need formative based training with assessments to measure the effectiveness of the training. There was a variety of training needs across user groups.

 

Approach

Our recommendation was to engage with VoG on a consultative model by providing two expert trainers. These trainers worked closely with the Functional SME’s and the Organisational Development (OD) function to support any internal training material creation. One trainer to focus on Oracle HCM and Payroll and another to focus on the Procure to Pay stream. A Training needs per stream will be validated with relevant stakeholders and a training plan agreed along with timelines and modalities.

Fudge leveraged it’s proven model, pre-existing content and domain knowledge to support pre go-live and post go-live training. Following this future proofing the training materials was recommended.

Benefits

A number of Training Videos was recorded for the Self-Service Procurement  and HCM users was recorded, allowing a spread of quick, easy to absorb training sessions to a remote and sometimes hard to reach workforce in a timely manner. 

Alongside this a nervous Payroll Team was fully trained by a virtual Fudge Trainer across a number of weeks, to understand the new Payroll system and the Payroll Processes that will be adapted once the system is live. Giving the Payroll team a lot more confidence in the use of the system and the processing of complex Payroll’s for all employees.
